【竞赛办法】

（一）按照中国田径协会审定的最新田径竞赛规则、中国马拉松及相关赛事办赛指南和本届马拉松赛竞赛规程执行。

（二）发令：采用分五枪发令起跑，具体办法将视报名情况，补充通知参赛选手。

（三）起跑顺序：按优秀运动员在前，之后其他选手严格按个人成绩分区站位排列，正常报名结束后，通过赞助商或合作单位渠道报名的选手，一律排在最后方阵出发。

（四）比赛检录：

1、经组委会认定的优秀运动员必须于赛前30分钟在指定检录区进行单独检录，未参加检录的，其成绩将不作为官方比赛成绩。

2、大众选手采取检查感应计时芯片和号码布的方式逐一检录。选手需在规定的时间内，到相应区域进行检录。

3、不允许后区进入前区检录起跑，如违反则取消该选手成绩和排名，并追加禁赛一年的处罚。

4、比赛最后一枪发令10分钟后，不再允许选手进入赛道起跑。

（五）计时办法

1、比赛采用感应计时，感应计时芯片将在选手通过起点线开始计时，参赛选手须佩带组委会提供的一次性计时芯片参赛方为有效。

2、在起点、每5公里点、21.0975公里点、折返点和终点均设有计时感应地毯，选手行进过程中必须逐一通过所有的地面计时感应地毯。如在关门时间内完成比赛但缺少任何一个计时点的成绩，将不予排名。

（六）关门时间和距离

为保证选手比赛安全和城市道路交通秩序，各公里点关门后，比赛计时感应地毯即停止工作，赛道解除交通管制并恢复正常交通，选手应及时停止比赛退出赛道，等候组委会援助车或乘坐公共交通车辆抵达终点。否则由此引发的事故将由该名选手自行承担相应法律责任和赔偿责任。

关门时间以发令枪声时间计时，具体见下表：

IX. RULES

(I) The race shall be implemented as per the latest rules and regulations authorized by Chinese Athletic Association and as per the rules and regulations for this race.

(II) Start waves:

The race will start in FIVE waves. Further instructions will be notified on the basis of the registration status. 

(III) Start order: Top athletes are followed by other runners in separate corrals according to personal race results. Contestants registered after the regular registration through sponsors or cooperative organizations shall all start in the last wave. 

(IV) Roll call:

1. Top athletes recognized by the organizing committee must have separate roll call in the designated area 30 minutes prior to the race. The race result of those who fail to undergo the roll call will be invalid for being the official race result.

2. Timing chips and race number bibs' check will be carried out for general contestants, who need to go through the roll call in respective corrals within the specified time.

3. Later corral contestants are NOT allowed to start from the earlier corral. Violation of this rule will be subject to the cancellation of the race result , ranking and suspension penalty for one year.

4. No contestants are allowed to start 10 minutes after the last wave.

(V) Timing method

1.  Inductive timing shall be adopted for the race. The inductive timing chips will start timing when contestants pass the start line. Contestants must wear the disposable timing chips provided by the organizing committee in order to validate the race results. 

2、Timing carpets are placed at the start line, every 5KM point, the 21.0975KM point , retracing point and the finish line. Contestants shall run through each timing carpet during the race. Those who finish the race within the cut-off time but without complete records from all timing points will not be qualified for final ranking.

(VI) Cut-off time and distance:

To ensure the safety of all contestants and the operation of the city traffic, after the cut-off time of each point, timing carpet will stop working, and the road in this section will return to normal traffic order. Contestants shall stop racing and leave the race course in time, waiting for the event pick-up vehicle or taking public transportation to the finish line. Otherwise, the contestant will autonomously undertake the corresponding legal responsibilities and liability to pay compensation for the accident thereupon.

Cut-off time is subject to the gun time. See the following chart for details:

（七）存、取衣物：赛前，参赛选手可在起点指定区域按号段寄存衣物；完赛后，凭本人号码布，到赛后服务区对号领取本人的寄存衣物，时间至当日16:00结束，如未能按时领取者，可于赛后5个工作日内到厦门文广体育有限公司前台（地址：厦门市思明区湖滨东路307-2号宏泰中心文创园北翼5楼，联系方式：0592-5372205/5372206）办理领取。逾期未领取的，组委会将按无人领取处理。

组委会建议不要将贵重物品存放在包内，若发生损坏或遗失，由参赛选手本人承担。

组委会提倡环保参赛，在主会场集结区设置衣物回收箱，参赛选手可将比赛当天不需要的着装投入回收箱，支持公益事业。

（八）饮水、饮料、能量补给站点

(VII) Baggage Deposit and Collection: Contestants can deposit personal belongings by the order of race number at designated area of the starting point before the race. After finishing the race, contestants shall claim their baggage by presenting their own race number bib within the after-race service area before 16:00 on the race day. Those who fail to collect in time shall handle the collection at the front desk of Xiamen Media Group Sport Co., Ltd. within 5 days after the race (address: 5/F, Hongtai Center, Xiamen, contact: 0592-5372205/5372206). Articles that remain deposited behind the time limit will be disposed of as unclaimed by the Organizing Committee.

It is not suggested to leave valuables in the bags. In case of any damage or loss, contestants shall take responsibilities by themselves.

To create an environmentally-friendly race, clothes recycling boxes will be provided. Contestants can put their used clothes on race day in the boxes to support public welfare causes.

(VIII) Water, Energy drink and Refreshments stations:

（九）医疗救护

1、在比赛起点和赛道沿途（自5公里起每2.5公里）及终点均设固定医疗点。

2、赛道沿途配备流动AED医疗救援服务工作人员。

3、赛道沿途配备医疗服务志愿者，协助医疗救护、维护比赛秩序，选手可随时向他们求助。在比赛中，医疗保障部负责人有权根据选手身体状况下达指令终止选手比赛并收取其号码布；若参赛选手不听从现场医务人员建议，坚持参赛产生的一切后果及责任由参赛选手本人承担，若选手丧失意识，则自动委托组委会采取一切手段进行急救，包括但不限于CPR心肺复苏，AED体外除颤，租用车辆或航空器进行快速转运。

（十）本次比赛将按照有关规定对参赛选手进行兴奋剂检查。

（十一）比赛成绩证书领取。在规定关门时间内完赛的选手，赛后请登录赛事官方网站，进行成绩查询，下载或打印成绩证书。

（十二）有关竞赛的其它具体要求和安排，请详细阅读《官方手册》及相关说明。

(IX) Medical Aid

1.  Medical aid stations will be set at the starting point, each 2.5KM after 5KM and the finishing point.

2.  AED first aid service will be provided along the race course.

3、Medical aid volunteers will serve along the race course, assisting in medical aid and maintaining race order. Contestants can ask help from them when needed. During the race, the commander of Medical Service Department is empowered to give instructions to ask the contestant to stop racing and take back the number bib on basis of the physical situation. If the contestant refuses to follow the instructions given by the on-site medical crew and insists on continuing the race, all the consequences and responsibilities arising shall be borne by the contestant. In case of losing consciousness during the race, the organizing committee will be in automatic commission to take every means for emergency aid, including but not limited to CPR (cardio-pulmonary resuscitation), AED, and fast transfer via rented vehicle or aircraft. 

(X) Anti-doping control will be conducted according to relevant regulations.

(XI) Race result certificate. For contestants who have finished the race within the specified cut-off time, please log into the official website after the race to query, download and print the race result certificate.

(XII) Please read the Official Manual and relevant instructions for other specific requirements and arrangements of the race.

【录取名次与奖励办法】

（一）名次奖

1、赛会奖（按枪声成绩录取）

（1）奖励对象：所有正常参赛选手（不含特邀领跑员即佩戴“PACER”号码布选手）。

（2）奖励标准：马拉松成绩达到如下要求，将分别获得奖金如下（单位：美元）。

XI. AWARDING METHOD

(I) Ranking Prize 

1. Prize (by gun time, in USD)

(1) Reward object: All normal contestants (excluding invited front-runners who wear "PACER" numbered bib). 

(2) Reward criteria: contestants whose marathon race result meets the following requirements will receive the following bonuses respectively. (Unit: USD) 

2、中国籍运动员特别奖（按净成绩录取）

（1）奖励对象：中国籍运动员。

（2）奖励标准：马拉松成绩达到如下要求，将分别获得奖金如下（单位：人民币）

(2) Special Prize for Chinese contestants (by net time)

1) Awarded to: Contestants with Chinese nationality

2) Awarding standards: see below race result and the respective awards (in RMB)

3、厦门市民奖（按净成绩录取）

（1）奖励对象：报名日期截止之前取得厦门市户籍者（不包括中国田径协会注册、海峡两岸城市马拉松邀请赛、大学生马拉松挑战赛选手）。

（2）年龄组别：男、女20-40岁组（即1980年至2000年出生者）；男、女40岁以上组（即1980年以前出生者）。

（3）奖励标准：各组前12名分别给予奖金和奖牌。（单位：人民币）

(3)Xiamen Citizens' Prize (by net time)

1. Awarded to: Contestants with Xiamen citizenship prior to the registration deadline (CAA registered contestants and Cross-Strait Invitational Marathon Tournament runners are not included).

Age divisions: men and women age 20 - 40 (i.e., born within the period from 1979 to 1999); men and women over age 40 (i.e., born before 1979).

3) Awarding standards: Top 12 finishers in each group will be awarded bonus (in RMB) and medals.

（二）破最好成绩奖（仅限第一名）

1、按枪声成绩录取：

（1）破世界纪录奖（男、女）：奖励100万美元（以国际田联2020年1月4日前最终公布为准）。

（2）破中国境内马拉松赛（男、女）最好成绩，奖励5万美元（以中国田协2020年1月4日前最终公布为准）。

（3）破厦门马拉松赛（男、女）最好成绩，奖励3万美元。

(II) Record-breaking awards (only for the champion)

1. By gun time

1) World record awards (for men and women): USD$1,000,000 (subject to the IAAF's final release by January 4, 2020);

2) USD$50,000 will be awarded for breaking the marathon record within China territory (for men and women, subject to CAA’s final release by January 4, 2020)

3) USD$30,000 will be awarded for breaking the Xiamen Marathon record (for men and women);

2、按净成绩录取：

（1）中国籍运动员破“中国籍（男、女）马拉松最好成绩”（以中国田协2020年1月4日前最终公布为准），各奖励5万元人民币。

（2）中国籍运动员破“厦门马拉松赛中国籍运动员（男、女）最好成绩”，各奖励3万人民币。

2. By net time

1) RMB 50,000 will be awarded to Chinese athletes for breaking the National Athlete Marathon Record (for men and women, subject to CAA’s final release by January 4, 2020)

2) RMB 30,000 will be awarded to Chinese athletes for breaking the Xiamen Marathon National Athlete Record (for men and women);

（三）赛会时间奖（按枪声成绩录取，不限录取名额）（单位：美元）

(III) Race Time Awards (by gun time, number of winners unlimited, in USD)

（四）领奖办法

1、以上奖项于赛事结束后24小时内，在赛事官网公示10个工作日，公示期内如对获奖者比赛成绩有异议者，请联系组委会竞赛部并提供真实有效的证据。凡被举报违反竞赛规则和规程相关规定者，经调查取证确认事实则取消录取名次，其被取消的名次不再递补。

2、名次奖、破最好成绩奖、赛会时间奖设兴奋剂检测。如果未通过兴奋剂检测者，则取消该运动员的名次和奖金，后面名次不再递补。

3、名次奖、破最好成绩奖、赛会时间奖须待成绩公示及兴奋剂检测合格后发放奖金。

4、领奖时获奖选手须提交本人有效银行卡号、本人签名的身份证复印件及联系电话。

5、名次奖、破最好成绩奖、赛会时间奖可累计奖励，但在同一类奖项中，如同时获得多项奖励，则只奖励最高奖项。

（五）上述所有设置的奖项，均为税后奖金。

（六）组委会为所有参赛选手提供参赛服，盛衣袋、号码布、一次性芯片及官方手册。

（七）在关门时间内完赛的选手，方可领取完赛奖牌。

(IV) Awards Receiving

The list of winners will be publicized on the official website for 10 workdays up from the next day after the race. For any objection to the awarded results during the period of publicity, please contact the competition department of the organizing committee and provide authentic and valid evidence. The rank of anyone who is reported to have violated the race rules and relevant regulations, if proven true after investigation, will be canceled. The rank will not be supplemented once canceled.

2. Winners of Ranking Prize, Record-breaking Awards and Race Time Awards shall receive the doping control. The rank and awards of those who fail to pass the doping control will be canceled, and the rank will not be supplemented.

3. The bonus of Ranking Prize, Record-breaking awards and Race Time awards will be given out after the publication of the race results and the anti-doping control result being accepted.

4. To receive bonus, winning contestants shall provide your personal valid bank card number, photocopy of identity card and telephone number.

5. For the Ranking Prize, Record-breaking Awards and Race Time Awards, winners can have multiple awards among them. But in each prize category, only the highest award will be given if multiple ones are won.

(V) All the above awards are after-tax.

(VI) The race T-shirt, race bag, number bib , disposable timing chip and Official Manual will be provided by the organizing committee.

(VII) Only contestants finishing the race within the cut-off time will receive the finishers’ medals.

【处罚办法】

（一）为加强赛风赛纪管理，赛事组委会严禁私自转让（卖）或接受转让（买）参赛资格，禁止一切替跑、蹭跑、伪造号码布及使用非赛事号码布者进入赛道参赛。一经查出，对违规者将终身禁止参加厦门马拉松组委会举办的各项赛事，并报请中国田径协会追加处罚。由于替跑、蹭跑、伪造号码布等违规行为所造成的一切后果均由违规者自行承担，对造成经济损失及严重影响的，组委会还将保留追究违规者法律责任的权利。 

（二） 比赛期间组委会将对起点、每5公里计时点、折返点及终点进行录像监控。出现以下问题之一者，组委会将视其情节轻重分别给予取消比赛资格及成绩、禁赛1-2年及终身禁赛等处罚，并报请中国田径协会追加处罚。

1、选手携带他人计时芯片或一名选手同时携带2枚以上(含2枚)计时芯片参加比赛； 

2、不按规定的起跑顺序，在非指定区域起跑；

3、起跑有违反规则行为；

4、以接力方式完成比赛；

5、关门时间到后不停止比赛，或退出比赛后，又返回赛道；

6、没有沿规定线路跑完全程，抄近道或乘交通工具途中插入；

7、不按规定要求，重复通过终点、未跑完全程私自通过终点领取完赛奖牌及纪念品；

8、不按规定要求携带本人号码布通过终点；

9、私自伪造号码布、使用其他赛事或往届厦门国际马拉松赛号码布通过终点领取完赛奖牌等；

10、利用虚假信息或冒充境外选手报名获取参赛资格；

11、出现不文明行为（如随地便溺、乱扔垃圾等）；   

12、不服从赛事工作人员的指挥，干扰赛事，打架斗殴，聚众闹事；

13、其他违反竞赛规则及规程规定的行为。

【保险】

（一）参赛者自行购买保险。

（二）本次比赛组委会另为每位参赛选手提供一份人身意外保险，保单以报名信息为准，任何错误的报名信息将导致无法投保，责任由报名者自行承担。

*本规程解释权属于厦门马拉松赛组委会，未尽事项，另行通知。 

XII. PROCEDURE ON PENALTY

(I) In order to enhance the management of sportsmanship and discipline in racing, the organizing committee strictly prohibits transferring (selling) or receiving (buying) qualifications for participation in private and prohibits anyone from accessing the track to participate by means of imposture, rub running, counterfeiting of the race number bib and using nonofficial race number bib. Once detected, the violator will be forbidden lifelong to participate in all events held by the organizing committee of Xiamen Marathon Organizing Committee and reported to Chinese Athletic Association to impose additional penalties.

All aftermaths as a consequence of imposture, rub running, counterfeiting the race number bib and so forth shall be undertaken on the violator’s own. Where economic loss and severe consequences have resulted, the organizing committee will reserve its right to inquire into the violator’s legal responsibilities.

(II) Video surveillance will be carried out by the organizing committee at the start line, every 5 km timing points, retracing point and the finish line during the race. Violators in the following cases will face corresponding penalties, which include disqualifying from the race, canceling the race result, 1-2 years or lifelong ban of the race. The organizing committee will also report to Chinese Athletic Association for additional penalties.

1. Racing with another’s timing chip, or with two or more timing chips; 

2. Disobeying the start order and start at non-designated area;

3. Violating the rules when starting;

4. Racing in relay;

5. Continuing racing after cut-off time or re-enter the course after dropping out of the race;

6. Not racing along the course, taking shortcut or public transportation;

7. Crossing the finish line repeatedly or not completing the race but crossing the finish line to get finishers’ medal and souvenirs;

8. Not carrying race number bib to pass the finish line as per the stipulated requirement;

9. Counterfeiting number bib, crossing the finish line to get finishers’ medal with bib number from other races or previous Xiamen Marathon races;

10. Getting qualification by using false information or by pretending to be an overseas applicant;  

11. Uncivilized behaviors (e.g. open defecation, littering, etc.); 

12. Refusing to follow the instructions of the working staff of events, disturbing the race or assembling a crowd to make trouble;

13. Other behaviors violating the race rules and regulations.

XIII. INSURANCE

(I) Contestants shall buy their own insurance.

(II) The organizing committee will offer a life accident insurance for each contestant, the policy of which shall be subject to the registered information. Applicants will be held liable if invalidly insured due to false information.
